		<description>My question to all those who said Bush had an appropriate response after Katrina (i.e. it was all up to the mayor and governor to handle): Why are FEMA and the White House stressing how much they learned from the hurricane aftermath and trying so hard not to let it happen again? Doesn't that say that they were wrong following Katrina?

Or is it something much worse: that poor and blacks are on their own, but the weathly can rest assured that help is always nearby?</description>
