Andrew Cuomo sounds an awful lot like Eliot Spitzer in the halcyon days when he was the gubernatorial frontrunner. You’ll forgive New Yorkers their skepticism. The problem is rarely the Governor, rather a legislature and legislative culture that needs to be fired from a cannon.
